Vanguard pushes back the launch date of its Emerging Markets Bond Active ETF to 8 November

A filing on 9 October moved the registration's effective date to 8 November. It is the second delay for VEMB, which was registered in June.

On 9 October, Vanguard Malvern Funds filed Post-Effective Amendment No. 106. It designates 8 November 2026 as the new effective date for the registration of the Vanguard Emerging Markets Bond Active ETF (VEMB).

Two delays

The fund was registered as a new series in a preliminary prospectus dated 29 June 2026, filed under rule 485(a)(2) to become effective 75 days after filing, which fell on 12 September 2026. An amendment filed on 11 September moved that date to 11 October 2026, and the 9 October filing moves it to 8 November 2026. Both amendments were filed solely to delay the effective date; neither gives a reason.

The fund

According to the preliminary prospectus, the fund seeks to provide total return while generating a moderate level of current income. It is actively managed and invests at least 80% of its net assets in bonds of issuers tied economically to emerging-market countries.

It seeks to have the majority of its holdings denominated in or hedged back to the US dollar, and also to invest in local-currency bonds on an unhedged basis. It may buy bonds of any maturity or quality, and may invest a majority of its assets in below-investment-grade debt. The fund is classified as nondiversified.

The preliminary prospectus shows estimated total annual operating expenses of 0.35%. It names Daniel Shaykevich and Mauro Favini of Vanguard Capital Management as portfolio managers. The listing exchange is still shown as “XXX”.

Why it matters

The fund would add emerging-market debt to Vanguard’s US active ETF range. Until the registration becomes effective, the fee and other details in the preliminary prospectus may still change.
