Bank of England says existing rules are no barrier to tokenised collateral at CCPs, and consults on what it will check

The Bank of England on 29 October published a draft supervisory statement for central counterparties that want to accept tokenised versions of collateral they can already take, with tokenised government bonds as the main example. It does not change the list of eligible collateral, and it asks for views on stablecoins, tokenised money market funds and tokenised gold. Responses close on 12 February 2027.

SEC lets Cboe Clear U.S. members count customer binary-option margin in reserve calculations, as they do OCC margin

A conditional exemptive order dated 23 October lets broker-dealers that clear through Cboe Clear U.S. take the Rule 15c3-3a Item 13 debit for customer margin on deposit there, a debit that until now applied only to margin held at OCC. Six conditions apply. The order follows the SEC's temporary registration of the clearer for Cboe's binary KPI options.

Binary KPI options get FINRA broker rules as SEC order sets terms for Cboe Clear U.S.

FINRA has extended its options rulebook to binary options, including contracts that pay out on a company's reported metrics and contracts cleared by a clearing agency other than OCC. The SEC's order granting Cboe Clear U.S. an 18-month temporary registration to clear binary KPI options traded on Cboe Exchange was published in the Federal Register on 27 October.
